How It Works

Balanced Policy reads official bill records and available Citizens Reports from the Legislators Institute source. CLEAR examines how a bill’s purpose, authority, provisions, responsibilities, and effects fit together using defined review criteria.

Bill status and report scope

A bill page shows its current recorded legislative status. A Citizens Report describes the materials reviewed on its analysis date. Later amendments or enactment do not automatically mean those new texts have been analyzed. Source identifiers, method versions, dates, and editorial corrections help readers distinguish those records.

Defined logic and AI processing

CLEAR supplies the evaluation logic, legislative source material, and a structured workload. AI models provide the computational capacity to apply that framework across the material, examine relationships between provisions, and produce report text. The criteria and review structure are defined by CLEAR’s designers.

Models are selected for how faithfully they follow the framework. Model behavior can affect interpretation and execution, so the resulting work is checked against the supplied criteria and record. Models available at the time will be reassessed ahead of the membership launch.

Automated verification means the reviewed text passed CLEAR’s checks. It does not by itself indicate human review or guarantee that every source or interpretation is correct.
